Ministry of Construction and Ministry of Home Affairs has issued a joint circular guiding some contents of Decree No. 11/2013/ND-CP dated 01/14/2013 of the Government on management of urban development investment.

Under the provisions of Joint Circular levels will be assigned to the Department of Construction hosted review to assess the implementation status and classification of housing development projects, new urban areas has been approved, allowing investment before Decree No. 11/2013/ND-CP dated effective enforcement; clarify the situation in the area of real estate inventory to report PPCs. Based on the results of the review and evaluation, the provincial People’s Committee will decide on the stop, pause or continue to implement the project.

Circular also provides the basic principles for the classification of projects into 4 groups: Group projects continue; Group projects need to be adjusted further deployment, group and team projects halted the project must be stopped.
