This is one of the contents of the Draft National Strategy Building on green building development-oriented 2020 to 2030. On 29/11, in Hanoi, Deputy Minister of Construction Nguyen Thanh Nghi chaired the workshop taking suggestions for the draft.
Green Buildings: Guide for sustainable development
Speaking at the conference, Deputy Minister Nguyen Thanh Nghi stressed: In recent years, construction activities in Vietnam to develop at a rapid pace, with many projects of different sizes, many urban areas across the country , has sold a large volume of material, a large amount of waste affects the environment.
Construction technology , material production technology obsolete wasteful of resources , environmental pollution … In fact this is creating pressure , no small challenge for management , the risk of affecting the sustainable development of Vietnam .
According to Deputy Minister , before the real challenge of development outlined above , determine the mode of sustainable development through the construction towards greening is relevant and significant .
This orientation is one of the practical content to concretize national strategy for green growth in the period 2011 – 2020 and Vision 2050 , which sets out the requirements of building , green building development , capital green marketing towards integrating new technologies , solutions management , planning , design , construction and operation ensures saving and efficient energy use , reduce emissions and environmentally friendly , contribute to mitigating the effects of climate change .
Completing the laws of CTX
Recently, the Ministry of Construction has encouraged interest , facilitate the development of green buildings , ensure the development of sustainable built environments in Vietnam and gradually perfect the system of legal documents in the construction sector like construction Law , Housing Law , the Law on urban Planning , the system bylaws and rules systems , standards , evaluation criteria works to create a legal framework fully meet the requirements of management and promote the development of green buildings in the country .
Currently chaired the Construction Ministry , Church Built Environment Vietnam draft ” National Strategy for the development of green building in Vietnam in 2020 and orientations to 2030 ” to concretize national target program for Response to climate change and the national strategy for green growth in the 2011-2020 period with a vision to 2050 approved by the Government .
The draft is being actively completed , focused on some content . The first is the creation and development of the green building market . Second, improving the system of regulations , construction standards for green building development . Third, the construction of green building criteria as a basis for evaluation and certification of green building . Fourth, training , capacity building and technology design build green buildings . Fifth, the public works investment in capital budget should meet the criteria for exemplary green building leader , promoting the private sector to follow. Sixth, the development of environmentally friendly building materials , recycled materials , rapidly renewable , and economical use of efficient materials in construction . Saturday, the equipment used in energy- efficient home . Eighth, use water saving , wastewater reuse , stormwater and guidance for all people know how to manage , operate and maintain green buildings …
Promulgation of the National Strategy for the development of green building in Vietnam in the coming time
Development Goals , including green building green buildings in the countryside and green city , with high efficiency , taking into account common , sustainable and relatively fast across the country , according to the level of development of green building developed world by 2050 .
Vietnam strives to 2020 about 30% of new construction and repairs funded by the state budget , 20 % of new construction and repair of private capital to meet the green criteria , reducing 10 – 15 % of energy consumption operation from 2010 trinh/m2 floor … ; Striving to 2030 the figure was 40 % for construction by the state budget and 30 % of capital works private gain green credentials . Energy consumption in 2030 decreased to 5-10 % compared to power in 2020 .
Deputy Minister Nguyen Thanh Nghi direction : Workshop focuses clarify some of the content as the feasibility of goals and measures outlined in this draft ; clarify elements of financial resources , the mechanisms policies to encourage effective participation of the private entity ; proposed program , specific projects generate breakthrough to implement a phased strategy accordingly, particularly research focused content to supplement and perfect the system of legal documents , regulations and standards to encourage and facilitate the development of green building .
The workshop has received insightful comments of many participants , which focuses more clear content strategy , resource attraction and socialization as well as building the evaluation criteria …
After consultation workshop this time , the draft ” National Strategy for the development of green building in Vietnam in 2020 , driven by 2030 ” will be completed and issued in the near future.
